8:00am to 5:00pm. Meeting Documents. Some parks are open from spring to fall, and some are open all year. The Grand River Parks membership card allows entry to all 11 parks and the Luther Marsh Wildlife Management Area, every day of the operating season, for up to 6 people in one vehicle (or walking in). The Ottawa County Parks & Recreation Commission manages both parks and open space lands.
